Prado Finds Mengs but Owners Say No to Loan

Regular readers may remember an appeal the Prado put out a few months ago for an untraced painting by Anton Raphael Mengs. Well, the appeal worked and the painting was found in a private collection in Rome. However, it appears the owners do not want to lend it, due to questions about the impact of applying for an export permit.
